 Kính thưa quí liệt vị,

 Trong không khí hân hoan, tất cả cùng nhau hướng về Đại Hội Phật Giáo Kỳ 2. Trong không khí thiêng liêng, tất cả cùng nhau hướng về Mùa Vu Lan Báo Hiếu. Chư Phật mười phương tán dương hoan hỷ, muôn vạn tấm lòng trầm tư ơn nghĩa tri ân, thay mặt Ban Tổ Chức, chúng tôi nhiệt liệt chào mừng và gởi đến toàn thể quí vị lời chào mừng trân trọng tốt đẹp nhất.

 Hội họp, tiếp xúc, trao đổi là những cơ hội kết tạo sự chia xẻ, cảm thông những dị biệt, tôn trọng, xây dựng những ý hướng tương đồng, đáp ứng theo nhu cầu, nguyện vọng, để thành lập những qui tắc, ước lệ chung, làm nền tảng căn bản cho những mục tiêu và chí hướng, phụng sự lý tưởng, xây dựng cuộc đời. Đạo Phật được truyền thừa, tồn tại, phát triển tới hôm nay và mãi mãi sau này cũng không ra ngoài qui tắc ấy. Hơn 20 năm đã cùng Giáo Hội Phật Giáo tại Úc Châu trong xây dựng và hoạt động, Đồng hương Phật tử và Chùa Pháp Quang tại Queensland, đất rộng người thưa, nên thường đi đến những nơi khác để dự những ngày hội lớn, chứ chưa đứng ra đảm nhận tổ chức tại địa phương cho những nơi khác cùng về.

 Lại nữa, Vu Lan Thắng Hội là mùa hiếu hạnh thiêng liêng cao quý có tính truyền thống tốt đẹp lâu đời, thể hiện tinh thần Cây có Cội, Nước có Nguồn, Chim có Tổ, Người có Tông. Tưởng nhớ giữ gìn đền đáp ân nghĩa Tam Bảo, Tổ Quốc, Quê Hương, ân của      những bậc tiền nhân đã dày công xây dựng, ân của nhiều thế hệ đã tô thắm những vàng son cho Phật Giáo và Dân Tộc huy hoàng, ân của những bậc ông cha đã bằng nước mắt, tâm lực, máu xương nhuận thắm cho Quê Hương Việt Nam gấm vóc, cho Phật Giáo Việt Nam thăng hoa, mà chúng ta là hàng hậu học kế thừa, nguyện sẽ là con hiền cháu thảo để cùng nhau nương tựa, đắp xây.

 Đạo Phật đã 26 thế kỷ kể tục truyền thừa, mang đạo lý giác ngộ đến mọi lòng người, mang con đường thánh thiện từ bi mở rộng khắp cùng trái đất, cho nhân loại được hòa hóa an vui dưới ánh đạo vàng, được tắm mát trong dòng cam lộ pháp vương. Phật Giáo Việt Nam đã 2000 năm trên quê hương VN thân yêu, cùng dân tộc bước đi trên con đường thánh đức, tô đậm sắc hương cho nước Việt đơm hoa.

 5000 năm lịch sử Việt Nam, 2000 năm Phật Giáo Việt Nam, dù trải qua bao biến đổi tang thương, bao trào lưu nghiệt ngã, nhưng mọi gai góc gian truân không đủ sức bào mòn son sắc, mọi nước mắt đắng cay không đủ sức ép bức trung kiên, bỡi con người Việt Nam được nung đúc bằng huyết thống từ ái nhưng kiên cường, bỡi người Phật tử Việt Nam được tôi luyện từ bi nhưng trí dũng. Áo giáp nhẫn nhục che chở cho Phật Giáo, Dân Tộc sức chịu đựng phi thường. Đạo đức từ bi dung dưỡng cho Phật Giáo, Dân Tộc tâm nguyện lực phi thường

 Nhờ được nuôi dưỡng và lớn lên từ quê hương, đạo pháp, tâm tư, nguyện lực đó, nên đã 28 năm từ ngày tổ quốc VN hoàn toàn trùm phủ dưới màu cờ đỏ, đã trùm phủ đến ngạt thở mà cho tới hôm nay không khí tự do vẫn còn khép mở ở cuối đường hầm, nhưng những người chính thống trong nước như HT Huyền Quang, HT Quảng Độ, và vô số nữa vẫn trước sau như một, hòa cùng những vị lãnh đạo các tôn giáo khác, kể cả những bậc thức giả và người dân bình thường, vẫn trước sau như một, không thù hận mà chỉ đòi hỏi bằng tiếng nói của lương tâm và tình người : Quê hương VN, Đạo pháp VN thì ai cũng được sống và có quyền phải sống.

 Riêng chúng tôi, như  thì một phần thân thể của Phật Giáo VN đã hòa cùng một phần thân thể của Dân Tộc VN, phải xa lìa đất Mẹ quê Cha, xa ngôi làng cũ, xa mái chùa xưa, tự nguyện mang kiếp lưu vong trên đường lưu lạc. Những quê hương thứ hai trên khắp năm châu trong đó có Úc Đại Lợi – Tân Tây Lan, đã dung chứa và đón nhận người VN lưu vong, được sống dưới những vòm trời tự do, người VN đã hội tụ thành nhiều cây nhiều nhánh dưới chiếc dù chung của Đạo Pháp, Quê Hương, Dân Tộc.

 28 năm qua cho tới hôm nay, được như thế và thành tựu như thế, chúng ta nhờ sống thật bình dị và ươm mơ thật bình dị, “Bắc Nam Trung con cháu một nhà, Của những con người cùng tiếng nói cùng màu da, Kiếp sống tha phương khách thổ là nhà, Cùng nắm bàn tay đắp xây gìn giữ.”. Cố nhiên, chúng ta đã trải qua và đánh đổi một phần ba đời người bằng tâm nguyện lực kiên trì, bằng bi trí lực trung kiên, bằng khổ đau tủi nhục sâu dày, và đã trải qua biết bao những liên hệ, kết hợp, trao đổi thống thiết thâm tình, biết bao những hàn gắn, tương nhượng, hỷ xả, thương yêu, nhìn cái xa nhớ cái gần, nhìn cái gần nhớ cái xa. Bỡi chúng ta là những con người trong một giai đoạn lịch sử VN, những người Phật tử trong một giai đoạn lịch sử Phật Giáo. Tổ quốc, Dân tộc, Đạo pháp còn đó, người Việt hải ngoại chúng ta còn đây, thì nhất định và khẳng định tiên quyết và sau cùng bất di bất dịch, bất biến bất hoại là :

 Hễ là người VN thì nguyện chung vai sát cánh nói lên tiếng nói VN, xây dựng tổ quốc VN, tiếp nối trang sử huy hoàng 5000 năm Dân Tộc.

Hễ là người Phật tử VN thì nguyện đồng tâm đồng lực son sắc vững bền, xây dựng bảo vệ phát huy lịch sử huy hoàng 2000 năm Phật Giáo.

 Lại nữa, đạo lý của dân tộc là đạo lý nghĩa ân. Đạo lý của PG là đạo lý nghĩa ân, thánh thiện, giải thoát. Người VN và người Phật tử VN, chúng ta nêu cao và sống trọn vẹn ý hướng ấy. Ân quê hương, ân đạo pháp, ân những bậc tiền nhân, ân những người trong nước khổ đau, tù tội, nằm gai nếm mật, ân những quốc gia trên khắp năm châu ủng hộ, hậu thuẫn, đòi hỏi cho VN khôi phục nhân quyền, tự do, dân chủ, và riêng chúng ta, còn mang ân được dung chứa và sống tự do trên những vùng đất không phải quê hương của mình. Do đó, chúng ta không nề hà những gian lao khổ cực, những khó khăn trở ngại, những đóng góp hy sinh, mà chỉ luôn thôi thúc nhắc nhở, vận mệnh của Dân tộc, vận mệnh của Đạo Pháp, chúng ta đã làm được gì, đóng góp được gì, và hằng tâm nguyện sao cho đủ sức lực, bền tâm vững chí, hễ còn sống là còn làm việc, còn tiếp tục góp phần và phụng hiến cuộc đời cho Đạo Pháp, Quê Hương, và riêng người con Phật phải biết sống lợi lạc hữu tình, phụng hiến chúng sinh.

 Bằng tâm nguyện lực đó, Đại Hội Phật Giáo hôm nay và Đại Lễ Vu Lan năm nay, chúng tôi, một lần nữa thành kính hoan nghinh Chư Tôn Đức Tăng Ni, trên cầu Phật đạo là nhà, cứu quê hương cứu Đạo Pháp, cứu chúng sinh là sự nghiệp, trân trọng chào mừng quý vị chức sắc của chính phủ, đại diện và biểu trưng cho một nước Úc, người dân Úc tự do bình đẳng tiến bộ đa văn hóa. Trân trọng chào mừng toàn thể quý vị đại diện các Hội Đoàn, quan khách và đồng hương Phật tử, thân hữu nhiều sắc tộc chào mừng Đại Hội, là chào mừng sự khai diễn thêm một lộ trình của vững bước thăng hoa, và tất cả chúng ta, cùng

hướng về Đại Lễ Vu Lan là cùng nhau tưởng nhớ, tri ân, đền đáp và góp phần xây dựng ân nghĩa tri tín phụng hành. 

Đại Hội Phật Giáo và Đại Lễ Vu Lan được thành tựu và viên mãn như hôm nay, là nhờ sự hoan hỷ tham dự và hiện diện đông đảo của quý vị. là nhờ mọi sự đóng góp bằng tâm vật lực tận tình của toàn thể mọi thành phần Ban Tổ Chức, nhờ tấm lòng hỗ trợ đóng góp cúng dường của nhiều giới và đồng hương Phật tử. Xin chắp tay nguyện cầu mười phương Chư Phật gia hộ, tán dương công đức của toàn thể quí vị, và xin chắp tay chân thành tán thán cảm tạ tri ân. Trong tổ chức không sao tránh khỏi nhiều thiếu sót vụng về, vì khả năng hạn chế và phước lực yếu hèn của riêng tôi, ngưỡng mong Chư Tôn và toàn thể quý vị niệm tình hoan hỷ.

 Most Venerable Monks, Nuns and Lay Buddhists,
Distinguished Guests, Ladies & Gentlemen,

It is great honour and pleasure, for me to be with you and go forward into the Second National Vietnamese Buddhist Conference 2003.

It is a great time for us all to experience this event within the spiritual atmosphere, of the Ullambana, Memorial Ceremony, which commemorates the efforts and sacrifices of our parents still with us or deceased on our behalf in this life. All Buddha’s be praised for these special events and on behalf of the Organization Committee, I would like to welcome all of you here to celebrating these very special activities.


Within this Buddhist Conference the meetings, friends and contacts you will make, the discussions we all will experience are opportunities for us all to share, sympathise with and have differences with, in a respectful and compassionate atmosphere. We will work towards making decisions, meet the needs and wishes of our Organization, the Sangha and Community, which we serve.  We need to establish disciplines, rules, basic foundations on which we base ourselves, for the purpose of service and to build strong structures to meet the ideals of Buddhism and disseminate its message to the world.


Over the past 20 years, the Phap Quang Temple in Queensland together with the Unified Vietnamese Buddhist Congregation in Australia and New Zealand has established and promoted Buddhist activities to the benefit of all sentient beings. Queensland is a state made up of large thinly populated areas, and consequently Vietnamese Buddhist followers here have often had to go interstate to attend the various Buddhist festivals where there are greater concentrations of Vietnamese people. These events here then are therefore quite special; as for the first time we are conducting this conference here in this state.


The Ullambana ceremony as I mentioned earlier is the celebration of our ancestors and parents and what they have done and are still doing on our behalf.  It is in essence within the rich and beautiful tradition of Vietnamese culture that expresses the spirit “Trees have roots, water has source, birds have nests and humans have ancestors".

Through this wonderful expression of our gratefulness and our sincerity of feeling, we become and must remain mindful of the Triple Gems, of Buddha- Dharma and of the Sangha, of the labour of all contributing to the nations peace, harmony and wealth and of course to be so grateful of our ancestors; of the previous Mothers and Fathers through time who have devoted themselves on our behalf, here and elsewhere, to build up our communities and indeed this country and others everywhere for us to live as our inheritance.

Buddhism after 26 centuries of propagation, continues to bring Enlightenment, Truth and Compassion to all sentient beings, offering its holy path, to the world, to all humankind and other sentient beings towards living in harmony under the holy light, bathing suffering and pain in the cooling water of Buddhist doctrine and the calm waters of the Buddhist mind.

After 5000 years of Vietnamese history, and 2500 years of Vietnamese Buddhism, many historical, political, cultural and other changes and movements have altered and shaped the Buddhism as it adjusted to contemporary thinking through the ages. However, despite the obstacles thrown up by time, change has not eroded the loyalty of Vietnamese people to this cornerstone of our culture.  We have cultivated Buddhism through compassion, through being steadfast, through being faithful brave and being able to battle adversity, remaining loyal to our wise and deep faith and its profound knowledge.

 Buddhism, our Vietnamese Buddhism, in fact, has spread through adversity, gained strength and vitality through adversity, has moved across the globe gained extraordinary energy internationally and reinvigorated Buddhism in its original home to the benefit of all living there and overseas. Vietnamese Buddhism and its individual and social training of compassion, tolerance, wisdom, courage, patience and hard work enabled this wonderful and valuable philosophy, faith and practice, to enable the Vietnamese nation to withstand the storm and massive crisis faced by its people throughout the centuries, particularly that of the 20th century and the onslaught of colonial times and modernism.

 It has been 28 years since our nation was traumatically united and people in Vietnam are gradually developing greater freedoms, as we all become more and more part of the global community. Most Venerable Thich Huyen Quang, the Most Venerable Thich Quang Do and many other persons within and outside of the Buddhist Sangha have worked together towards greater freedom and relaxation of restrictions, towards greater prosperity and quality of life for those in our original home.

 As for me, as a Vietnamese Buddhist in harmony with the Vietnamese people, and one who has moved far away from our home land through political events, separated from their old village communities, from our ancient temples, as one who has been forced to accept the situation as it stands today, but, one who has reason to feel confident that time and compassion stills cloudy and turbulent waters as more tolerance and calm pervades.

More fortunate, developed and prosperous countries around the globe, such as Australia welcomed us allowing us to live under less restricted circumstance than we knew, enabling us as now Australian-Vietnamese people opportunity and success in many various fields within this new country. It provides us with the ability to influence through compassion and greater wealth, events in the home country. We are, more gradually, through our internationalism, through our wealth, our education and understanding, to enrich and sustain our family links in Vietnam through investment, through industry, through peaceful political pressure to influence events, to provide stability and peace to the benefit of all in our original home land.  

This is not to say we are neither complacent nor passive in the face of oppressive forces that do not appreciate our message. We are maintaining our position on greater political and social reform and greater freedom. We will assist people everywhere to gain a stable platform of law, of responsible expectation of government to serve the people in an enlightened way, to provide enlightened rule in all places where people suffer due to economic and political poverty for the benefit of the public everywhere and also we extend this to those who may not see the benefits of such things at present and may not be appreciative of our tolerance and favour. 

 It’s been some 28 years since we arrived here in this great country, and we have become another part of this successful nation through our hard work and achievements here. Vietnamese people in Australia, despite coming from the various regions in Vietnam with their regional, political and other differences, live here in Australia, in harmony despite the divisions we suffered in our original homeland as the result of the events which divided and set regions against each other. We overcome this suffering through affection, cooperation and unity here in order to realise our dreams of a peaceful life after the trauma inflicted upon our homeland, finding here, peace, prosperity and happiness while maintaining our culture.

 Our generation was one of those, which experienced the terrible historical events, which formed today’s Vietnam out of the colonial and post colonial past. However, despite all that terrible time those catastrophic events, we still remember our national characteristics and culture, and we have remained faithful to our values such as keeping our Vietnamese language and culture, and to share the responsibility of maintaining 5000 years of Vietnamese culture her in this country and elsewhere. We of course have a great responsibility as Vietnamese Buddhist followers to remain united to protect and further develop those 2500 years of Buddhist history and culture and it’s profound gifts to the world. The spirit of Vietnamese social culture is as that as spoken of here in Australia as that of the doctrine of ‘the fair go’, of being fair to others so they can make a life do well and prosper. This is also the doctrine of Buddhism as well as the great holy-enlightenment found within its message. Vietnamese people and Vietnamese Buddhists living in the united and harmonious way doing social and commercial service brings peace and happiness for all within and beyond our community and I congratulate you all on your efforts in this regard.

 With these thoughts feelings, wishes and vows, Most Venerable Monks, Nuns and Lay Buddhists, Distinguished Guests, Ladies & Gentlemen, your presence here within this wonderful multicultural society is most welcome,

Particularly as we remember our parents efforts towards our present life within this land made possible by those before us. 

This Second National Vietnamese Buddhist Conference and Ullambana ceremony 2003 will be successful due to your presence and support and of behalf of the organising committee I convey our deep thanks for your attendance here. Remember us with tolerance, if minor changes and problems occur in our efforts to run the conference as these things crop up, and may the Buddha bless you all.

của GHPGVNTN HN tại Úc Đại Lợi – Tân Tây Lan

-         Kính thưa Quý Đồng hương và chư Phật tử.

 

Đức Phật ra đời mang tuệ giác và giải thoát đến với cõi đời khổ đau dục nhiễm này. Đạo Phật là đạo từ bi, khoan dung và bình đẳng. Giáo đoàn hay Tăng đoàn là hàng đệ tử xuất gia của Phật sống hòa hợp, tĩnh thức và phụng sự tha nhân. Giáo Hội là một thực thể kết hợp hài hòa giữa giới Tăng sĩ và Cư sĩ nhằm bảo vệ, duy trì và phát huy đạo pháp trong xã hội loài người.

Giáo Hội Phật Giáo Việt nam Thống Nhất Hải Ngoại tại Úc Đại Lợị - Tân Tây Lan tiếp nối sứ mạng của Giáo Hội PGVNTN truyền thống lâu dài tại quốc nội. Sứ mạng cao cả đó là hoằng pháp lợi sanh đem lại an lạc và phúc lợi cho con người không phân biệt màu da, chủng tộc, phái tính, như phần mở đầu bản Hiến Chế có ghi rõ:

“Kế thừa hai ngàn năm truyền thống hòa bình, an lạc, giải thoát của đạo Phật, người Phật Tử Việt Nam tại Úc Đại Lợi - Tân Tây Lan nguyện thực hiện lý tưởng  phục vụ dân tộc và nhân loại”.

Muốn đạt được mục đích đó, Giáo Hội đã và đang từng bước vững chắc thực hiện những Phật sự trọng yếu như:  

-Thiết lập cơ sở: có thể nói sau một phần tư thế kỷ (25 năm) định cư tại Úc, và trong vòng từ 5 tới 10 năm trở lại đây, Giáo Hội đã thiết lập được trên 30 cơ sở Tự viện trên toàn liên bang Úc Châu và Tân Tây Lan. Những cơ sở nầy là nơi tu học, lễ bái cho  hàng Phật tử thuộc mọi sắc tộc, và đồng thời cũng là nơi hành đạo của chư Tăng Ni hay nơi đào tạo nhân sự cho Giáo Hội để cung ứng nhu cầu Phật sự ngày càng phát triển lớn mạnh. 

-Hướng dẫn tu học: Đà tu học của Tăng, Ni và Phật tử có phần tiến triển rõ rệt so với trước. Được vậy là nhờ sự nỗ lực dấn thân không biết mỏi mệt của cả hai giới xuất gia và tại gia. Chẳng hạn, Giáo Hội tổ chức những khóa tu ngắn hạn hoặc dài hạn cho người Phật tử; những khóa an cư kiết hạ cho chư Tăng, Ni trong nhiều năm qua đạt được hiệu năng đáng khích lệ và hãnh diện.

 -Đào tạo Tăng tài: Cán bộ lãnh đạo là nòng cốt của tổ chức Giáo Hội. Phải nói về điểm này là phần yếu kém thấy rõ, do nhiều nguyên nhân khác nhau. Tuy vậy, Giáo Hội vẫn đang cố gắng hoàn thiện tổ chức bằng cách bảo lãnh thêm nhiều thầy Giáo Thọ từ Việt Nam hoặc qua diện du học đến từ các quốc gia khác. Cũng nhờ Bộ Di Trú và Nhân Dụng Úc có chính sách di dân mở rộng cho diện tôn giáo, nên hiện tại số lượng Tăng Ni định cư lâu năm có phần ít hơn những vị mới đến sau theo diện nhân sự về tôn giáo (religious worker). Theo dự án, trong tương lai gần Giáo Hội nhắm tới mở các trường trung đẳng, cao đẳng hay đại học Phật Giáo để đào tạo các giáo thọ (giảng sư) Phật học, hiện đang là một nhu cầu cấp thiết hàng đầu. 

-Về tự do tôn giáo và nhân quyền cho Việt  Nam: Đây là một xứ tự do, không ai thưa kiện về việc đàn áp tôn giáo hay nhân quyền, nhưng tại Việt Nam, Giáo Hội Phật Giáo Việt Nam Thống Nhất, điển hình là nhị vị Hòa Thượng Thích Huyền Quang và Thích Quảng Độ đã bị khống chế, tù đày từ nhiều năm qua. Riêng trường hợp Hòa Thượng Quảng Độ mới vừa được nhà nước giải chế ngày 27/6/2003 sau 2 năm quản chế; và Hòa Thượng Thích Huyền Quang cũng được nới lỏng kể từ tháng tư năm 2003 đến nay. Quý HT Huyền Quang, Quảng Độ có một phần tự do không phải đơn phương có được mà do Cộng Đồng Phật Giáo Việt Nam Hải Ngoại mà trong đó có GHPGVNTNHN tại UĐL – TTL yêu cầu các chính phủ yêu chuộng tự do trên thế giới, như Úc Đại Lợi, can thiệp với chính quyền Hà Nội. Đây là một Phật sự quan trọng mà Giáo Hội đã, đang đeo đuổi từ nhiều năm nay.

Một nhiệm kỳ 4 năm qua, Giáo Hội đã được sự yểm trợ nhiệt tình của chư Tăng Ni và đồng hương Phật tử và nhất là chính quyền các cấp của Úc Đại Lợi. Nhờ đó nhiều Phật sự mang tầm vóc quốc tế đã được giải quyết tốt đẹp trong tinh thần hợp tác hiểu biết.

Xin thay mặt Hội Đồng Điều Hành, với tư cách Hội Chủ, chúng tôi vô cùng tri ân chư Tôn Đức Hội Đồng Chứng minh, Hội Đồng Giáo Phẩm Trung Ương, chính phủ liên bang và tiểu bang Úc Đại Lợi; quý Cộng Đồng, Đồng hương và chư Phật tử, nhất là Ban Tổ Chức Đại Hội đã tích cực vượt qua mọi khó khăn để đạt đến thành tựu như hôm nay. Quý vị đã yểm trợ nhiều mặt, và mong rằng Giáo Hội cũng sẽ đón nhận được sự giúp đỡ và hợp tác của quý vị như từ trước trong các nhiệm kỳ tới.

Speech at the opening of the Second General Congress of the
Unified Vietnamese Buddhist Congregation
 in Australia  & New Zealand

  Members of the Sangha
 
The Honourable Philip Ruddock, Federal Minister for Immigration,
 The Honourable Peter Beattie, Premier of Queensland
 Presidents and Leaders of Community Organisations
 Fellow countrymen and women, Fellow Buddhists

The Buddha came into this world and brought enlightenment and salvation from suffering and desire. Buddhism is the Way of Compassion, Tolerance and Equanimity. The Clergy, that is the Sangha, are those who have entered a Buddhist vocation to live in harmony, mindfulness and altruistic service. The Congregation is an harmonious union of the Sangha and the Laity aimed at maintaining, protecting and developing the Dharma in human society.

The Unified Vietnamese Buddhist Congregation in Australia and New Zealand continues the task of the Unified Vietnamese Buddhist Congregation with its longstanding traditions of in our home country. That supreme task is to propagate the Dharma for the benefit of all, bringing peace and happiness to all people irrespective of race, colour or gender, as is defined clearly in the preamble of our Constitution:

"Inheriting a Buddhist tradition of 2000 years of peace, tranquillity and liberation, Vietnamese Buddhists are committed to the ideal of serving Vietnamese people and humankind"

In order to fulfil this aim, step-by-step the Congregation continues to put the following fundamentals into effect:-

Establishing Institutions: It could be said that after a quarter of a century of settlement in Australia, and within the past five to ten years, the Congregation has established more than 30 institutions throughout Australia and New Zealand. These institutions are places where Buddhists of all ethnic groups can study the religion and worship, while at the same time they are places where our Monks and Nuns can practise the Way and, in order to satisfy the Congregation's increasing needs, provide training for novices.

Directing Religious Studies: There has been some clear progress in Religious Studies for Monks, Nuns and Laity compared to previous times. This has been achieved through the untiring efforts of both the Sangha and the Laity. For example, the Congregation has organised short and long retreats for Buddhists; and Annual Retreats for Monks and Nuns over many years have achieved effectiveness worthy of encouragement and satisfaction.

Sangha Recruitment and Training: Leaders are the cornerstone in the CongregationÕs organisation. It must be said that, for many different reasons, this is clearly a deficiency. Nevertheless, the Congregation continues to strive to improve the situation by sponsoring many more religious teachers from Vietnam or as foreign students from other countries. We are also requesting the Australian Departments of Immigration and Employment to open up migration policy with respect religions, because the present number of Monks and Nuns who have settled here for many years is less than those who have recently arrived as religious workers. There is a proposal for the Congregation to aim at opening intermediate or graduate schools or a Buddhist University in the near future to train Buddhist teachers, who are in desperate need.

Religious Freedom and Human Rights in Vietnam: We are in a free country;  no one suffers under religious persecution or human rights violations; however, in Vietnam, the Unified Vietnamese Buddhist Congregation is suffering Đ the cases of the two Maha Theras, Thich Huyen Quang and Thich Quang Do, are typical: for many years they have been persecuted and imprisoned. In the case of Maha Thera Thich Quang Do, He has only recently been released (27/6/2003) after two years parole, while Maha Thera Thich Huyen Quang has also had His situation eased since April 2003. That these two Most Venerable Monks now have some measure of freedom was not through some unilateral action, but through the efforts of Unified Vietnamese Buddhist Congregations overseas, among them our Congregation in Australia and New Zealand, which have lobbied freedom loving governments around the world, including the Australian Government, to intervene with the Hanoi authorities. This is an important task that this Congregation has been involved in for many years now.

One quadrennium has passed and the Congregation has received strong support from members of the Sangha and the Laity as well as from all levels of government in Australia. As a result many tasks which have had international significance have been successfully completed in a spirit of coĐoperation and understanding.

On behalf of the Executive Council, and as the Head of the Congregation, we are immeasurably grateful to the Board of Patrons, the Central Sangha Council, the Federal and State Governments of Australia, Community Organisations, Fellow countrymen and women, Fellow Buddhists and, most particularly, the Congress Organising Committee for your strenuous efforts in making today a success. You have provided support in so many ways, and we hope that the Congregation will also be able to live up to that help and coĐoperation in the next quadrennium.
